Program Introduction

In order to train global governance talents with a broad international perspective, superior comprehensive quality, outstanding leadership and multicultural background, China Scholarship Council implements the Youth of Excellence Scheme of China Program. Three master's degree programs at Northwestern Polytechnical University have been successfully selected to support.


1. Business Administration

As a sub-project of the Youth of Excellence Scheme of China Program, NPU "The Belt and Road" Master's Program in Business Administration aims at serving the overall development of "The Belt and Road Initiative" business talents in the Digital Economy era. It's designed to train senior research-oriented management talents of "The Belt and Road Initiative" countries who can meet the needs of national economic construction, who can also master the solid and broad basic theory of business administration discipline, systematic and in-depth professional knowledge and basic quantitative analysis methods, and who can use management methods and various technical methods to solve practical problems independently.

Combining with the real needs of The Belt and Road Initiative's own development, the project combined international marketing, e-commerce and other professional knowledge, especially the basic theory, methods and skills of cross-border e-commerce. With the study of this program, the senior managers of The Belt and Road Initiative countries can not only understand the management mode of Chinese industrial and commercial enterprises, but also have the professional knowledge and practical ability of market operation and management of e-commerce enterprises in the era of digital commerce. As a result, their ability could improve the driving role to the local industrial development, then help the countries of "The Belt and Road Initiative" make sustainable development in national enterprise management.


2. International Public Administration and Management

As a sub-project of the Youth of Excellence Scheme of China Program, NPU "The Belt and Road" Master's Program in International Public Administration and Management relies on the strong science and engineering foundation and the strategic positioning of serving the local government. Through carrying out study on government reform and innovation, systematic learning and professional training, students will effectively master relevant theoretical knowledge and research methods of public administration and management, have integrative ability to engage in public management and public policy analysis, and comprehensively use the knowledge and research methods of management, politics, economy, law, modern science and technology to solve practical problems in public management, and experience the practice of modernization of China's national governance system and governance capacity.


3. Software Engineering

As a sub-project of the Youth of Excellence Scheme of China Program, NPU "The Belt and Road" Master's Program in Software Engineering aims at talent training for Silk Road e-commerce and meeting the talent demand of cross-border e-commerce business. It's designed to train senior research-oriented management talents who can meet the needs of national economic construction, who can also master software technology application and management skills, systematic and in-depth professional knowledge and basic quantitative analysis methods, and who can independently solve practical problems for The Belt and Road Initiative countries.

Combining with the real needs of The Belt and Road Initiative countries' own development, and the Silk Road E-commerce Talent Training Base construction plan of NPU, the project combined professional knowledge such as e-commerce, big data, cloud computing, especially the basic theory, methods and skills of cross-border e-commerce. With the study of this program, the senior managers of The Belt and Road Initiative countries can not only understand the professional skills of computers and software, but also have the professional knowledge and practical ability of market operation and management of e-commerce enterprises in the era of digital commerce. This project promotes the e-commerce exchanges between China and the Belt and Road initiative countries and enterprises, and stimulate joint construction of the "Silk Road" cooperative pioneer area.


Form of the Program

1. Program level: Master

2. Teaching language: English

3. Cultivation mode and study period:

Study period is 1 + 1 year. In the first year, students will complete their full-time course study and research work in Northwestern Polytechnical University, and also prepare their dissertations. In the second year, they will return to their home countries to complete their dissertations in accordance with their own work practice, and defend their dissertations in China in accordance with the requirements of NPU. Students who pass the final defence will be rewarded with the Masters degree.

Admission Requirements

1The applicants shall be non-Chinese citizens with valid passports and be under the age of 40 before September 1st, 2027. Good physical and mental health is needed (no infectious disease, no physical or mental disease that may affect study).

2Applicants should hold a bachelor's degree with at least 3 years working experience. Applicants with study or work background related to the applied program are preferred.

3Applicants' English language proficiency should meet the application and admission criteria.

4Applicants should be in one of the following four categories:

(1) Government employee at director level (or corresponding level) in the applicant's own country;

(2) Senior managers of institutions and enterprises;

(3) Administrative staff of universities and scientific research institutions;

(4) Applicants with international organization working or internship experience.

5Applicants should have a pre-admission notice from Northwestern Polytechnical University before submitting application in CSC online system.

1.  An applicant shall learn about the programs and majors NPU offers for Youth Program;

2. An applicant shall reach the NPU for Pre-admission notice before March 15th;

What materials are applicants required to submit to apply for Pre-admission Notice for Youth Program?

Required Materials

1. A clearly scanned copy of the personal information page on the valid passport;

2. A scanned copy of the Bachelor's degree certificates;

3. A scanned copy of the academic transcript for the Bachelor degree;

4. Two ‘Recommendation Letters’;

5. Certificate of Employment shall state the job title, name of the employing institution and period of employment, together with the signature of the person-in-charge and the official institutional seal.;

6. English proficiency certificate;

7. Study plan for Master degree program;

8. Notarized copies of other awards or academic achievements (if any);

9. Physical Examination Certificate based on the prescribed format within the last 6 months.

All the above materials must be in English or Chinese. NPU will issue Pre-admission Notice as soon as possible to eligible applicants. The winter vacation of NPU usually lasts from mid-January to February each year, during which the processing of Pre-admission Notice will take longer. Applicants are advised to make reasonable arrangements and contact us as early as possible to apply for Pre-admission Notice.

Material review and admission

1. NPU will review the authenticity of materials and arrange the interview for applicants. For applicants who can pass the interview, NPU will issue pre-admission notices to support their CSC application.

2. The application materials will undergo a preliminary examination by the China Scholarship Council..

3. China Scholarship Council will arrange a second examination by a panel of experts. The final enrollment results will be announced after expert review.

Admitted students should go to Chinese embassies (consulates) abroad to apply for study (X1) visa and get ready for study at NPU.

Registration at NPU

Admitted students complete their registrations at NPU and apply for resident permit.
